Untick that and the message might go away. That is probably what is triggering the warning that "Ground stations should be running NTP." PP probably thinks you are a GS because you have raw enabled. It looks like you do have I/O Raw data for mlats enabled.
I show you with one station 'k5' but it is NOT a validated GS.

Earlier today I checked the PC time compared to that from my GPS, and it was within a second, and I also checked it with pulses from MSF so I'm happy that my time is correct and accurate. I've been using an alternative program for many years for keeping my time cottect. Over the past few days I have started to hear a message from PP saying that I need to have NTP installed. You should be much better than "within a second" when using NTP, plus it has a number of advantages mentioned further down that page: You can stop the messages by installing NTP.
